I would guess that in a country where everyone is prepping for societal breakdown, the chance of said breakdown is increased by that fact.

In a country where people don't have this sense (desire?) of being free of society then they just have to make it work.

Guns are banned in Japan, their speed of reconstruction after natural disasters such as earthquakes is extraordinary.

Of course different places have different histories and cultures.
