Switzerland has some limited direct democracy. Anyone can start a petition with a proposal and if the petition gets enough signatures it can go on to a popular vote.

You might be interested to know that in 2002 a proposal to curb the number of asylum seekers entering the country was rejected by the closest vote ever with less than 50.1% voting to reject.
